John Keeley was born at Moreton in the Marsh, Gloucestershire.  He trained under Edward Watson in Birmingham where he worked and died.  He exhibited in London at the Royal Academy, the Royal Society of British Artists, the Royal Institute Suffolk Street Galleries and the New Watercolour Society. He also exhibited at Walker Art Gallery, Liverpool. He showed some 333 paintings at the Royal Society of Artists, Birmingham, of which he was elected Associate in 1898 rising to full Member in 1902.  The majority of his watercolours are of landscapes and rural scenes.
